Socio-political situation in Ukraine: July 2015

The main results:

  • “Block of Petro Poroshenko" and All-Ukrainian Union "Fatherland" - the leaders of the party rating on the elections to the Verkhovna Rada and to local authorities.

  • Since the elections the most growing rating is rating of All-Ukrainian Union "Fatherland", "People’s Front" decreases the most. "Block of Petro Poroshenko" and "Union Samopomich" first showed growth, but later - a slight decline and return to the level of elections in 2014.

  • Petro Poroshenko and Julia Tymoshenko are the leaders in the presidential rating.

  • Most people negatively assess the activity of P. Petro Poroshenko as the President and Arseniy Yatsenyuk on the position of Prime Minister.

  • Most people believe that the conflict in the east of Ukraine should be resolved through peaceful negotiations on the basis of the Minsk agreements. However, most of the population believes that "any agreement with the current leadership of the Russian Federation is a lie and it still would not run."


From June 27 to July 9 of 2015 Kyiv International Institute of Sociology (KIIS) has conducted a nationwide opinion poll. 2044 respondents above 18 years old, who live in 110 settlements all over Ukraine (except Crimea), selected by 4 steps random sample with quota selection at the final stage were interviewed by the method of personal interview.

In Lugansk and Donetsk region the research was conducted only on territories which are under control of Ukrainian government.

Statistical sampling error (with probability 0.95 and with design effect 1.5) not more than:

3,3%— for indicators which are close to 50%,

2,8% — for indicators which are close to 25%,

2,0% — for indicators which are close to 10%,

1,4% — for indicators which are close to 5%.

The survey was conducted before the events in Mukachevo and before sending the draft amendments of the Constitution by Verkhovna Rada of Ukraine to Constitutional Court to decentralize power. Considering resonance of these events and active discussion in the media, they can affect the future dynamics of public opinion.


Electoral moods of the population in the elections to the Verkhovna Rada

If elections to the Verkhovna Rada of Ukraine took place in mid-July, with all citizens of Ukraine at the age of 18 years –

  • 13,3% would vote for the party "Block of Petro Poroshenko"

  • 12,8% - for the All-Ukrainian Union "Fatherland",

  • 6,8% - for the party "Union Samopomich"

  • 5,8% - for the Radical Party of Oleg Lyashko,

  • 4,1% - for the party "Opposition block"

  • 3,1% - for the party "Civil position"

  • 3,0% - for the party "Right Sector"

  • 2,2% - for the All-Ukrainian Union "Freedom"

  • 1,6% - for the party "People's Front"

  • 1,2% - for the party "Strong Ukraine"

  • 1,1% - for the Communist Party of Ukraine,

  • 0,9% - for the party "UDAR" of Vitaliy Klitschko

  • 0,1% - for the party "Democratic Alliance"

  • the other parties - generally 0.4%

  • 3,2% - have crossed all the parties /spoiled bulletin

  • 14,3% - chose not to vote,

  • 23,5% - hard to choose,

  • 2,6% - refusal

So if those who have not decided for whom to vote, as usual, did not come to the elections, voting would take about 56% of voters, and presented data would be distributed as follows (in fact, these indicators the nearest to the possible results of the elections if they were held in mid-July):

  • 23,5%  would vote for the party "Block of Petro Poroshenko”,

  • 22,7% – for the All-Ukrainian Union "Fatherland",

  • 12,2% – for the party "Union Samopomich",

  • 10,2% – for the Radical Party of Oleg Lyashko,

  •  7,2% – for the party "Opposition block",

  •  5,5% – for the party "Civil position",

  •  5,4% – for the party "Right Sector",

  •  3,9% – for the All-Ukrainian Union "Freedom",

  •  2,8% – for the party "People's Front",

  •  2,1% – for the party "Strong Ukraine",

  •  1,9% – for the Communist Party of Ukraine,

  •  1,6% – for the party "UDAR" of Vitaliy Klitschko,

  •  0,3% – for the party "Democratic Alliance",

  •  The other parties - generally 0,7%.

Electoral moods of the population in elections to local authorities

On the question "If elections to the local authorities (regional council, district council or city council) were held next Sunday, would you participate in the voting? And what would be your choice, if the election was attended by the following parties?” the answers of respondents were as follows:

  • 14% would vote for the Party of All-Ukrainian Union "Fatherland",

  • 12,2% - for the party "Block of Petro Poroshenko"

  • 6,7% - for the party "Union Samopomich"

  • 4,6% - for the Radical Party O. Lyashko,

  • 4,1% - for the party "Opposition block"

  • 2,8% - for the party "Right Sector"

  • 2,2% - for the party "Civil position"

  • 2,1% - for the All-Ukrainian Union "Freedom"

  • 1,5% - for the party "People's Front"

  • 1,2% - for the party "UDAR"

  • 1% - for the Communist Party of Ukraine,

  • 1% - for the party "Strong Ukraine"

Assessment of the activity of the President Petro Poroshenko and the Prime Minister Arseniy Yatsenyuk

  • Among the assessments of activity of the President and the Prime Minister negative assessments are dominant.

  • Among all people aged 18 years and over, 55.4% negatively assessed the work of the President Petro Poroshenko, positively rated - 27.1%.

  • Negatively evaluate the work of the Prime Minister Arseniy Yatsenyuk 66.7%, positively - 16.8%.

 

The opinions of the population about ways to resolve the conflict in eastern Ukraine

  • The question "What is the way out of the current military conflict in the Donbas you consider the most appropriate?" 56.8% of respondents answered "continue peace negotiations and a peaceful settlement on the basis of the Minsk agreements". Option "liberation of territories by force Donbas Ukrainian army" was chosen by 28.3% of respondents. Another 13.7% of respondents could not answer the question, and 1.1% refused to answer.

  • Thus 56.3% of residents of Ukraine agreed with the statement that "any agreement with the current leadership of the Russian Federation is a lie and it still would not run," disagree - 13.2%.

  • Also, 36.4% of respondents agree with the statement that "Ukraine can be released only by the force of Ukrainian army", does not agree - 25.7%.

  • 47.7% of citizens of Ukraine at the age 18 and over for Peace ready to give Russian the status of second state language, 40.7% - to refuse joining NATO, 33.9% - to refuse entry to the European Union, 33.3% - agree with the final separation of Crimea, 28% - to join the Customs Union, 26.4% - to grant autonomy to the DPR and LPR, 24.7% - to grant amnesty to the separatists, 21% - agree to do the federalization of Ukraine, 18.7 % - to recognize the independence of the DPR and the LPR, 15.3% - to transfer all of Donbas to Russia, 5.8% - to pass all of Eastern and Southern Ukraine through the Dnieper to Russia.

  • 6% of Ukraine citizens aged 18 and older believe that it would be better to separate their region from Ukraine. Among the residents of Donetsk and Lugansk region (territory controlled by the authorities of Ukraine) 22.9% of residents support this view, do not support - 51.7%.
