Only 25% of the Ukrainians know how the visa free regime with the Schengen area countries
In a period of February 10-19 of 2017, Kyiv International Institute of Sociology (KIIS) has conducted its own public opinion poll. Data were collected from 2040 respondents living in 110 settlements (PSU) in all regions of Ukraine (except for AR of Crimea and temporarily occupied parts of Donetsk and Luhansk oblasts) with the method of personal interviewing. The sample was stochastic and is representative of the population of Ukraine aged 18 and above. In Luhansk and Donetsk oblasts (regions) survey was conducted only in the territories that are controlled by the Ukrainian government. In this survey, the sample covered only the controlled part of Donbas in the same proportion as it was registered for Donbas voters in the last parliamentary elections (October 2014) according to the data of CEC.
Visa-free regime was one of the key topics of mass media discussion in Ukraine over the past two years. At the same time data of research and media monitoring show that there were no systematic explanation of their rights and obligations connected with the implementation of a visa-free regime. Only 5% of press reports on this subject contained analytics, the rest presented just the summary records of the process of obtaining visa-free regime.
According to the latest polls conducted by Kyiv International Institute of Sociology, only 25% of respondents were able to correctly answer the question about how long one can stay in the EU territory according to the terms of visa-free regime. At the same time 20% of respondents believe that the visa-free regime will allow to stay in the EU for longer than 90 days in any 180-days period. Also the Ukrainians do not have a sufficient knowledge about the benefits of biometric passports. Only 33% of respondents stated that the ownership of biometric passport was one of the necessary conditions for crossing the Schengen border without a visa.
Media monitoring shows that media have little information about the mechanism of visa-free regime, its advantages, opportunities and impact on the Ukrainian life. Moreover, there are lots of myths concerning the principle of visa-free regime functioning and border crossing rules.
Conducted studies are the preparatory stage of a prolonged all-Ukrainian communication campaign that is to be held before and after the introduction of visa-free regime with Ukraine. The purpose of the campaign is to raise public awareness of the rights and obligations of those who travel to the EU, clarify the rules of entry, inform about the role of biometric passports, as well as about new features and benefits that visa-free regime will provide. The campaign will be funded by the Delegation of the European Union to Ukraine and implemented by German company GOPA Com., which is a member of the GOPA Worldwide Consultants (Gesellschaft für Organisation, Planung und Ausbildung), in partnership with Change Communication.
