What problems disturb the Ukrainians, May 2018

On May 18-30, 2018, Kyiv International Institute of Sociology (KIIS) conducted an all-Ukrainian public opinion poll. Data were collected from 2025 respondents living in 108 settlements in all oblasts of Ukraine (except for the AR of Crimea) with the method of personal interviewing. The sample was stochastic, and it is representative of the population of Ukraine aged 18 and above.
In Luhansk and Donetsk oblasts survey was conducted only in the territories that are controlled by the Ukrainian government.
The statistical sampling error (with a probability of 0.95 and for a design effect of 1.5) does not exceed:
3.3% — for indexes close to 50%,
2.8% — for indexes close to 25%,
2.0% — for indexes close to 10%,
1.4% — for indexes close to 5%.
According to the results of the survey, the majority of respondents (67%) is concerned about the war in the East of Ukraine. Also, among the problems which are of the most concern among the Ukrainians are living standards (54%), the economic situation (42%) and safety of Ukraine (23%).
Of all the problems mentioned in the question, the Ukrainians are the least concerned about the status of the Russian language in Ukraine (2%) and relations with the European Union (4%). Such problems as the relations between citizens of Ukraine of different nationalities, the revival of the Ukrainian nation, the annexation of the Crimea are of concern for 5-6% of citizens.
Compared to 2016-2017, the citizens' concerns about the war in the East of Ukraine, the level of life and the economic situation somewhat decreased, but remain high. The political situation in Ukraine became also of a lesser concern for citizens (decreased from 15% in 2016 to 13% in 2017 and, eventually, to 9% in 2018). At the same time, the Ukrainians began to worry about environmental problems (from 5-6% to 10%). Over the past two years, there has also been a slight increase in the concern about the relations between Ukrainian citizens of different nationalities (from 3.5% to 5%), the problems of the revival of the Ukrainian nation (from 4% to 6%), and the status of Russian in Ukraine (from 1 to 2%), but all these problems occupy the last place in the hierarchy of problems that concern the Ukrainian population.
By regions:
- The inhabitants of the Western region are considerably less concerned than the inhabitants of other regions about the standard of living (44% vs. 55-59% in other regions) and the economic situation in the country (33% vs. 40-47% in other regions).
- Anxiety about Ukraine's security is somewhat more typical for the inhabitants of the Western and Southern regions (30% and 23%, respectively), compared to residents of the Central and Eastern regions (20% in each).
- The share of citizens who are concerned with the crime rate is higher in the Central region (18%), compared to the Eastern region (10%).
- Relations with Russia are of more concern for people of Eastern (25%) and Southern (18%) regions, and relatively less it concerns those living in the Central, and Western regions (9% and 11%, respectively). The same situation is with the status of the Russian language in Ukraine: it is more worrying for the inhabitants of the Eastern, and Southern regions (5% in each) than for the residents of the Central, and Western regions (0.4% and 1%, respectively).
- Relations with the European Union are the most disturbing for the inhabitants of the Western region (6%), and the least – for the residents of the South of Ukraine (2%).
- The relations between the citizens of Ukraine of different nationalities are more worrying for the residents of the Southern region (7%) compared to the inhabitants of the Central region.
By gender:
- Women are more concerned about the war in the East of Ukraine (72% vs. 61%) and the standard of living (58% vs. 50%) than men.
- Men are relatively more concerned about the safety of Ukraine (28% vs. 20%), the political situation (12% vs. 7%), the revival of the Ukrainian nation (8% vs. 4%) and the annexation of the Crimea (7% vs. 5%) than women.
By type of the settlement (city-village):
- The economic situation in Ukraine is more worrying for urban residents (45% among the urban population and 35% among the rural one). Similarly, environmental problems are of a bigger concern for urban population (11%) than for rural (7%).
- Instead, the war in the East of Ukraine worries rural population more than urban (73% vs. 64%).
By age:
- The economic situation in Ukraine is of a bigger concern for people of middle age (30-49 years old) and for those who are 60-69 years old (45-46%), while it is of the smallest concern among people older than 70 years (31%).
- Environmental problems are of a bigger concern for people under 49 years (10-15%), and of the least concern - for people of the oldest age group of 70 years (3%).
- When considering relations with the European Union, they disturb the youngest group (6%) the most, while it is not a thing for the age group of those who are 60-69 years old (1%).
By level of education:
- The economic situation in Ukraine is relatively a more widespread problem among people with the specialized secondary and higher education (46% each) than among people with incomplete secondary education (26%) and full secondary education (37%).
- Concerns about the ecological problems are higher among the respondents with higher education (12%), if compared with the respondents with the lowest level of education (5%).
