Attitude of the Ukrainians to the policy of regulation of informational sphere: March 2019
On February 28 – March 11, 2019, Kyiv International Institute of Sociology (KIIS) conducted an all-Ukrainian public opinion poll by the client`s request. Data were collected from 2004 respondents living in 129 settlements in all oblasts of Ukraine (except for the AR of Crimea) with the method of personal interviewing. The sample was stochastic, 4-staged with quota selection on the last stage, and is representative of the population of Ukraine aged 18 and above. In Luhansk and Donetsk oblasts survey was conducted only in the territories that are controlled by the Ukrainian government. The statistical sampling error (with a probability of 0.95 and for a design effect of 1.5) does not exceed: 4.7% — for indexes close to 50%, 4.1% — for indexes close to 25%, 2.9% — for indexes close to 10%, 2.1% — for indexes close to 5%.
In March 2019, in KIIS study respondents were asked a few questions regarding the policy of regulation of the state's information sphere. In February 2018, the same questions were studied in the survey “Countering Russian propaganda, and media literacy" conducted by KIIS at the request of NGO “Detektor media (Media Detector)" (see the full report from this study at https://detector.media/doc/images/news/archive/2016/136017/DM_KMIS_ukr__WEB-2.pdf). Moreover, similar questions were asked to respondents in the KIIS survey in September 2018 (the results can be found at https://kiis.com.ua/?lang=eng&cat=reports&id=797&page=5). In March, 33.9% of the respondents believed that there was an attack on the freedom of speech in Ukraine (this percentage is the same as in September 2018), 35.4% - held the opposite opinion that in Ukraine there are too many Pro-Kremlin propaganda media, and the state and society react weakly (in September it was 30.2%). It should be noted that a large proportion of respondents had difficulty in determining their position: about 28.8% either failed to select an answer or refused to respond, although the percentage of such respondents decreased significantly in the last year (in February 2018 it was 37.7%).

In March 2019, about half of the respondents (53.5%) believe that the prohibition of Russian TV channels in Ukraine is a mistake and only leads to a restriction of the rights of citizens. While the percentage of respondents who choose this answer has been gradually increasing since February 2018: in February there were 43.7%, in September - 49.6%. Approximately one in three (31.7%) holds the opposite view and believes that the prohibition of Russian TV channels in Ukraine is a necessary step to protect the state. The percentage of those who choose this option has fallen to 36.6% in February 2018, also, 14.7% of the respondents hesitated to answer or refused to answer this question.
27.7% of the participants of the March survey believed that the prohibition of the performances of particular Russian artists and Russian films in Ukraine was a necessary step to protect the state. while 59.6% of respondents believed that the prohibition of the performances of particular Russian artists and Russian films in Ukraine was a mistake and it restricted the rights of citizens. Moreover. the proportion of those who consider the ban to be a necessary step has practically not changed during the year (it was 29.2% in February 2018). while the proportion of those who consider the ban to be a mistake has increased (it was 53% in February 2018). 12.6% of the respondents hesitated how to answer or refused to answer this question.
28.8% of the Ukrainians agree that the ban on Russian social networks is a necessary step to protect the state (it was 30.2% in February 2018). The opposite view – that the prohibition of Russian social networks is a mistake and only leads to the restrictions of the rights of citizens – is supported by about 53.2% of the respondents (it was 45.8% in February 2018). Also. 17.9% hesitated or refused to answer this question.
In the question of the necessity of introducing quotas for the Ukrainian language on radio and TV. 32.2% of the participants consider such a step to be expedient. 42.2% - do not think so. While between February and September 2018 support for quota introduction was increasing somewhat. in March 2019 it returned to the level of February 2018: 25.6% of the respondents could not decide with the answer or refused to answer this question.
