Trust in social institutions and parties: December 2020

From December 4 to 8, 2020, the Kyiv International Institute of Sociology (KIIS) conducted its own CATI (computer-assisted telephone interviews) survey based on a random sample of mobile phone numbers. The sample is representative for the adult population (18 years and older) of Ukraine. The sample does not include territories that are temporarily not controlled by the authorities of Ukraine - the Autonomous Republic of Crimea, some districts of Donetsk and Luhansk regions. 2001 interviews were conducted during the survey.

The statistical error of the sample (with a probability of 0.95 and taking into account the design effect 1.1) does not exceed: 2.4% for indicators close to 50%, 2.1% for indicators close to 25%, 1.5% - for indicators close to 10%, 1.1 % - for indicators close to 5%.

During the survey, respondents were asked a question about the level of their trust in various social institutions and parties. Below, to assess the dynamics, there is also a comparison with the results of surveys conducted in 2017 and 2018. The analysis should take into account that in 2017 and 2018 the surveys were conducted by method of face-to-face interviews, while the current survey in 2020 was conducted by method of telephone interviews.

 

Volunteers, ordinary people in their locality, the army and the Church continue to enjoy the greatest trust in Ukrainian society.

74% of respondents trust volunteers who help the army, which is 11 percentage points higher than in 2018. 66% of respondents trust volunteers who help IDPs (compared to 61% in 2018). 67% trust ordinary people in their locality (almost unchanged compared to 2018, when the indicator was 68%). 66% trust the Armed Forces of Ukraine, which is 15 percentage points more than in 2018. 52% trust the Church (in 2018 – 51%).

At the same time, there is a significant regional specificity of trust in these top institutions: from West to East the level of trust decreases (to a lesser extent this applies to volunteers who help IDPs). Confidence in volunteers who help the army is declining from 85% in the West to 63%. In the case of the army reduction from 79% to 46%. As for the Church, 73% in the West trust them, and in other regions – 43-46%.

Next in terms of trust are IDPs (they are trusted by 41%, in 2018 - 37%) and NGOs (now trusted by 39% against 41% in 2018). At the same time, IDPs and NGOs have a positive balance of trust and distrust (ie the number of those who trust them exceeds the number of those who do not trust).

The other 8 institutions on the list have a negative balance of trust and distrust. In fact, distrust of central government institutions (president, parliament, government), law enforcement and judicial bodies (national police, patrol police, SBU), mass media (both Ukrainian and Russian) prevails among respondents.

Among central government institutions, 34% trust the President of Ukraine (in 2018, the same indicator was 16%, but at that time the President was P. Poroshenko). At the same time, only 14% trust the government and 12% - the parliament (similar indicators for the Cabinet of Ministers and the Verkhovna Rada, which were in force in December 2018, are, respectively, 11% and 8%).

34% of respondents trust the patrol police (against 30% in 2018), and 29% trust the national police (the same number was in 2018). The SBU has a slightly worse indicator - 27% (against 21% in 2018).

If 30% trust the Ukrainian media (31% in 2018), then 4% trust the Russian media (the same number was in 2018).

Compared to institutions that lead with the level of trust, in the case of institutions with a negative balance of trust and distrust, regional variability is less pronounced.

In the current survey, we also asked a question about the level of trust in parliamentary parties (previously, in similar studies, the question of trust in specific parties was not asked). In the case of all parliamentary parties, no more than a quarter of respondents trust them (and the majority of respondents, on the contrary, distrust them). Relatively most respondents at the time of the survey trusted the party "Sluha Narodu" - 25%. 21-22% trust the "YeS", "Batkivshchyna" and "OPZZh". The "Voice" party is trusted by 16%.
