Assessment of the activities of factions in parliament, who is considered the leader of the opposition, possible sanctions against P. Poroshenko and deprivation of mandates of deputies from the OPZZh

During February 2-6, 2025, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion survey "Omnibus", to which, at the request of the public organization Center for Strategic Communications "Forum", questions were added regarding Ukrainians' assessment of the activities of factions in parliament, who Ukrainians consider to be the leader of the opposition, how they perceive possible sanctions against P. Poroshenko, and how they feel about the deprivation of deputies' mandates from the OPZZh. By the method of telephone interviews (computer-assistedtelephoneinterviews, CATI) based on a random sample of mobile phone numbers (with random generation of phone numbers and subsequent statistical weighting) in all regions of Ukraine (the territory controlled by the Government of Ukraine), 1,000 respondents were interviewed. The survey was conducted with adult (aged 18 and older) citizens of Ukraine who, at the time of the survey, lived in the territory of Ukraine controlled by the Government of Ukraine. The sample did not include residents of territories temporarily not controlled by the Ukrainian authorities (at the same time, some of the respondents are IDPs who moved from the occupied territories), and the survey was not conducted with citizens who left abroad after February 24, 2022. Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% for indicators close to 10%, 1.8% for indicators close to 5%. Under the conditions of war, in addition to the specified formal error, a certain systematic deviation is added. Factors that may affect the quality of results in "wartime" conditions were previously cited by KIIS. In general, we believe that the obtained results are still highly representative and allow a fairly reliable analysis of the public moods of the population.
Assessment of the activities of factions in parliament
In December 2024, KIIS asked how Ukrainians assess the activities of individual factions in the current parliament. In that survey, we asked each faction (as well as the “Platforma za Myr i Zhyttia” group, formed on the basis of the former “OPZZh” faction) whether the faction’s activities are more likely to benefit Ukraine or more likely to hinder the development of the state? In early February 2025, we asked this question to respondents again. The results are shown in the graph below. As can be seen, relatively the largest number of respondents positively assess the “YeS” faction – 35% believe that its activities benefit Ukraine, compared to 34% who believe that it rather hinders developmen. Next come the factions “Holos” (25% believe that its activities benefit Ukraine, compared to 27% who believe that they hinder development) and “Batkivshchyna” (24% versus 40%). In the case of the “Sluha Narodu” faction, 19% give a positive assessment, while 61% give a negative assessment. As for the “Platforma Za Myr i Zhyttia” group, 17% believe that its activities benefit Ukraine, while 40% do not. In general, more than half of respondents – 59% – positively assess the activities of at least one faction from the list (in December 2024, there were 55%).

Who do Ukrainians consider the leader of the opposition
Respondents were also asked a question who they considered the leader of the opposition in Ukraine. Respondents were offered a list of six public figures or they could name their own option. Slightly more than half of respondents (56%) were able to choose a public figure from the list, i.e. name someone they consider to be the leader of the opposition. Relatively most respondents mentioned P. Poroshenko (24%). Next come S. Prytula (9%), Yuliia Tymoshenko (8%) and D. Razumkov (7%). Yu. Boiko and O. Arestovych are considered opposition leaders by 3% each. At the same time, 16% believe that there is no real opposition in Ukraine (and another 2%, on the contrary, believe that there are several opposition leaders in Ukraine at once).

Perception of possible sanctions against P. Poroshenko
Recently, some sources of information have reported that sanctions may be imposed against P. Poroshenko. Since we are talking about a former President and an influential public figure, it is an open question how the public might perceive such actions. We offered respondents three options and asked what, in their opinion, best describes possible sanctions against P. Poroshenko. As can be seen in the graph below, 31% consider this an attempt to distract society's attention from the difficult situation at the front. Another 24% see this as an attempt to neutralize the opposition, and 27% see it as an attempt by law enforcement agencies to punish the guilty. 19% were unable to answer the question and have no formed opinion.

Attitude towards deprivation of mandates of deputies from the OPZZh
Another issue concerns the activities of deputies from the banned party OPZZh. From time to time, there are calls to deprive them of their mandates. According to the survey results, 70% of respondents support this initiative, 8% do not support it. Another 16% said that they do not care (and the remaining 6% could not decide on their opinion)..

Although political unrest in society is becoming more and more noticeable, the majority of the population still prioritizes preserving unity and contributing to the defense of Ukraine. The “return of politics” is perceived by most sharply, and many fear, not without reason, that Ukraine’s stability may be shaken by political intrigue and mutual hostility between different camps. That is why we once again call on all parties, at least until the existential threat to Ukraine and Ukrainians has passed, to put aside political ambitions and cooperate constructively to repel Russian aggression.
