Evaluation by Kyiv residents of the activity of factions in the Verkhovna Rada

During July 25-August 3, 2025, the Kyiv International Institute of Sociology (KIIS) conducted a survey of Kyiv residents at the request of the public organization Center for Strategic Communications "Forum". By the method of telephone interviews (computer-assistedtelephoneinterviews, CATI) based on a random sample of mobile phone numbers804 residents of Kyiv were interviewed. The survey was conducted with adult (aged 18 and older) residents of the city who were living in the city at the time of the survey (including IDPs permanently residing in Kyiv). Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.6% for indicators close to 50%, 4.0% for indicators close to 25%, 2.8% for indicators close to 10%, 2.0% for indicators close to 5% Under conditions of war, in addition to the specified formal error, a certain systematic deviation is added. Factors that may affect the quality of results in "wartime" conditions were previously cited by KIIS. In general, we believe that the obtained results are still highly representative and allow a fairly reliable analysis of the public moods of the population.
Evaluation by Kyiv residents of the activity of factions in the Verkhovna Rada
Among parliamentary factions and groups, Kyiv residents best evaluate the activities of the “Yevropeiska Solidarnist” faction (47% consider it useful for the country and 44% consider it useless) and the “Holos”faction (41% and 45%, respectively). Opinions on the activities of these factions are divided, with approximately half considering their activities useful and the same number not useful (the difference between 47% and 44% is insignificant, as is the difference between 41% and 45%). At the same time, regarding other factions/groups, the vast majority of residents of the capital expressed the opinion that their activities are not useful for the country. Thus, in the case of the “Sluha Narodu” faction, 69% consider its activities to be useless (useful – 26%), in the case of “Batkivshchyna” – 77% (useful – 15%), in the case of groups based on “OPZZh” – 85% (useful – 6%). Overall, 71% among all Kyiv residents consider the activities of at least one faction in parliament to be useful for the country.

A survey of Kyiv residents shows that although there is no faction or group with whose activities the majority of respondents would be satisfied, in general 71% positively assess the activities of at least one faction. That is, the majority of residents of the capital see the parliament as a force that really carries out useful activities for the country, and this is one of the safeguards against complete disappointment in this institution. We observed a similar situation at the national level[1]. Ukrainians often criticize the Verkhovna Rada, and this institution is traditionally characterized by low trust among the population. At the same time, the vast majority of Ukrainians (74%) believe that Ukraine should have an influential parliament[2]. Building a strong democratic Ukraine is impossible without a strong, effective parliament that enjoys the trust of the population. Obviously, achieving such a goal is a long road, but it is necessary to move along it.
