UKRAINIAN TRUST IN SOCIAL INSTITUTIONS

KIIS conducted nationwide poll during the period of February 10-19, 2012. 2029 respondents were interviewed; the survey covered all regions of Ukraine (including the city of Kyiv) and Crimea; sample was random and representative for the population of Ukraine aged 18 years and older.

Statistical sampling error (with probability 0.95, the design-effect 1.5) does not exceed 2.3% for index close to 50%, 2,0% - index close to 25%, 1,4% - index close to 10%, 1 0% - index close to 5%.

During the survey Omnibus-KIIS held in February, 2012, respondents were asked the question about how much they trust or distrust different social and political institutions. The result was calculated and designed as a trust-mistrust balance, being the difference between the percentage of those who trust and those who distrust.

Research the trust-distrust balance of Ukrainians towards various social and political institutions has shown that this balance is positive only regarding two institutions: thus, the leaders are:

 

  • Church - the trust balance is the highest among all the institutions and constitutes +45%

  • Media +12%

The above are followed with approximately zero balance by:

  •  Armed Forces of Ukraine -2.4%

  •  Public institutions -2.4%

 

This population’s trust-mistrust balance is very low regarding the President of Ukraine (-44%), police (-47%), Government (-53%); and it is the lowest regarding the Parliament (-61%).

The trust-distrust balance is relatively law regarding the opposition as well (-29%), but it is 15% higher than the trust in the President.

The trust-distrust balance in the President and Opposition in terms of regional distribution: 

 

  • The President’s trust-distrust balance is negative in all regions of Ukraine; it is less negative in the Southern (24%) and Eastern (29%) regions; it makes up -65% in the Central region, and -54% in the Western one.

  • The Opposition’s trust-distrust balance is negative in all regions of Ukraine except the West (7%); it is the most negative in the Eastern (-67%) and Southern (50%) regions; the Central region balance shows 13%.

 

The study also measured the level of trust in people in general, and strangers, in the immediate environment and in the politicians (confidence index from 0 to 10). The highest level of trust is regarding family members (9.5 points) and friends (8.1). Trust in colleagues (6.6) and declarative trust in people in general (6.2) is about average. Trust in strangers (3.2 points) is relatively low; trust in politicians is the lowest (2.1).

Political trust is an important indicator connected with gross national income per capita: the higher the national income is, the higher the level of trust is; and conversely, a high level of trust contributes to the credibility of economic reforms, banks, government institutions and contributes to the development of the economy. The level of income per capita in Ukraine is the lowest, and political trust is almost the lowest (only Greece and Croatia have their political trust lower) among all European countries with which we were able to compare (see chart attached).

Only 28% of the population of Ukraine believe that economic reforms are conducted in Ukraine; of which only 1.3% believe that these reforms are successful; only 12% believe these reforms are equally successful and unsuccessful, and the same quantity believes they are definitely unsuccessful.
