Assessment of the activities of factions in the parliament

The press release was prepared by Anton Hrushetskyi, executive director of KIIS

 

During September 19-28, 2025, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion survey "Omnibus", to which, at the request of the public organization Center for Strategic Communications "Forum", a question was added regarding the assessment of the activities of factions in parliament. By the method of telephone interviews (computer-assistedtelephoneinterviews, CATI) based on a random sample of mobile phone numbers (with random generation of phone numbers and subsequent statistical weighting) in all regions of Ukraine (the territory controlled by the Government of Ukraine), 1,029 respondents were surveyed. The survey was conducted with adult (aged 18 and older) citizens of Ukraine who, at the time of the survey, lived in the territory of Ukraine controlled by the Government of Ukraine. The sample did not include residents of territories temporarily not controlled by the Ukrainian authorities (at the same time, some of the respondents are IDPs who moved from the occupied territories), and the survey was not conducted with citizens who left abroad after February 24, 2022.

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.1% for indicators close to 50%, 3.5% for indicators close to 25%, 2.5% for indicators close to 10%, 1.8% for indicators close to 5%.

Under conditions of war, in addition to the specified formal error, a certain systematic deviation is added. Factors that may affect the quality of results in "wartime" conditions were previously cited by KIIS.

In general, we believe that the obtained results are still highly representative and allow a fairly reliable analysis of the public moods of the population.

 


Assessment of the activities of factions in the parliament

 

In December 2024 and February 2025, KIIS asked how Ukrainians assess the activities of individual factions in the current parliament. In those surveys, we asked for each faction (as well as the "Platforma Za Myr I Zhyttia" group, formed on the basis of the former "OPZZh" faction) whether the faction’s activities are more likely to benefit Ukraine or more likely to hinder the development of the state? In September 2025, we asked this question to respondents again. The results are shown in the graph below.

As can be seen, relatively the largest number of respondents positively assess the “YeS” faction – 38% believe that its activities benefit Ukraine, compared to 36% who believe that it rather hinders development. Compared to February, the ratings have hardly changed.

Next comes the "Holos" faction, in the case of which 33% believe that its activities benefit Ukraine, and 27% believe the opposite (the remaining 40% could not decide on their opinion). Compared to February, the assessment of the faction's activities has improved (from 25% to 33%, there are more people who believe that the faction's activities benefit the country).

Consider the activities of the "Batkivshchyna" faction useful – 25% (in February – 24%). Consider that the activities of the faction hinder the development of the state – 48% (in February – 40%). Similar assessments are observed in the case of the "Sluha Narodu" faction, whose activities are considered useful by 25%, and 52% consider them to hinder the development of the state. At the same time, compared to February, the assessment of the activities of the pro-government faction has improved (from 19% to 25%, there are more people who consider them useful for the country).  

As for the group "Platforma Za Myr I Zhyttia", 15% believe that its activities benefit Ukraine, while 43% do not. Compared to February, the situation has not changed significantly.

In general, the majority of respondents – 59% – positively assess the activities of at least one faction from the list (in February 2025 there were 59% of them, in December 2024 – 55%).

A. Hrushetskyi, comments on the survey results:

 

The data presented in this press release are not unambiguous. On the one hand, one can see a crisis of confidence in the current parties, since none of the factions in parliament enjoys the trust of the majority of the population. In particular, although only 11% of Ukrainians (as of September 2025) speak of the need to hold national elections as soon as possible and even before the end of hostilities[1], but at the same time, the pro-government faction "Sluha Narodu" has twice as many negative assessments as positive ones. That is, Ukrainians take into account the context of the war and understand the inexpediency of holding elections now, but this does not cancel the request for renewal (or cleansing) of the government (and judging by the assessments of the opposition factions, there is a strong demand for new faces and new political forces).

On the other hand, most Ukrainians see at least one faction in parliament whose activities they consider beneficial for the country (and this indicator has even increased slightly compared to the end of 2024). That is, the majority sees the current composition of the Verkhovna Rada as worthy people worthy of trust. And this is one of the safeguards against delegitimization of the very idea of parliamentarism in Ukraine.

In any case, Ukraine must have a strong subject parliament that would play an important role in both national defense and the development of democratic governance. For both of these directions, it is critically important to avoid fragmentation and polarization, and on the contrary, all forces that consider themselves patriotic and democratic should find opportunities for constructive cooperation.
