Perception of European and USA policy towards Ukraine, trust in the EU, the USA and NATO and attitude towards D. Trump

 The press release was prepared by Anton Hrushetskyi,executive director of KIIS

 

From November 26 to December 29, 2025, the Kyiv International Institute of Sociology (KIIS) conducted its own all-Ukrainian public opinion survey "Omnibus", to which, on its own initiative, added questions related to Ukraine's international relations with partners. By the method of telephone interviews (computer-assistedtelephoneinterviews, CATI) based on a random sample of mobile phone numbers (with random generation of phone numbers and subsequent statistical weighting) in all regions of Ukraine (the territory controlled by the Government of Ukraine), 1,001 respondents were surveyed. The survey was conducted with adult (aged 18 and older) citizens of Ukraine who, at the time of the survey, lived in the territory of Ukraine controlled by the Government of Ukraine. The sample did not include residents of territories temporarily not controlled by the Ukrainian authorities (at the same time, some of the respondents are IDPs who moved from the occupied territories), and the survey was not conducted with citizens who left abroad after February 24, 2022.

Formally, under normal circumstances, the statistical error of such a sample (with a probability of 0.95 and taking into account the design effect of 1.3) did not exceed 4.1%. At the same time, in the case of the perception of European and USA policies towards Ukraine, in order to avoid the effect of the order of questions, we asked half of the respondents questions about Europe, and half of the respondents about the USA. Thus, about 500 respondents answered these questions, which gives an error (with a probability of 0.95 and taking into account the design effect of 1.3) of no more than 5.8% (all 1001 respondents answered the questions about trust in the EU, the USA and NATO, as well as the question about D. Trump).

Under conditions of war, in addition to the specified formal error, a certain systematic deviation is added. Factors that may affect the quality of results in "wartime" conditions were previously cited by KIIS.

In general, we believe that the obtained results are still highly representative and allow a fairly reliable analysis of the public moods of the population.

 

KIIS previously published preliminary results for most of the questions considered in this press release (based on 547 interviews conducted between November 26 and December 13, 2025)[1]. This press release presents the final results for 1001 interviews. They do not differ significantly from the previous ones, but we recommend using the final data as more accurate and up-to-date. In addition, this press release also contains information that was not in the previous press release.

 

Perception of European and USA policy towards Ukraine

             

So, as can be seen in Graph 1 below, most Ukrainians – 55% – continue to believe that Europe is seriously helping Ukraine and wants the war to end on fair terms. Believe that Europe is tired and is pushing for an unfair peace – 33%. Compared to the beginning of October 2025, the share of those with undecided views has slightly increased - from 6% to 12% (and due to this, there have been slightly fewer both those who consider Europe a reliable ally and those who do not think so).

If in the case of Europe there has been relative stability over the past few months, then in the case of the USA, the downward trend continues. Compared to the beginning of October 2025, there has been an increase from 52% to 59% in those who believe that the USA is tired and is pressuring Ukraine to make concessions to Russia. On the other hand, there have been fewer from 38% to 28% who, on the contrary, continue to consider the USA a reliable ally. While current indicators have worsened, there was a period during 2025 when the perception of USA policy was worse (the worst indicators were in March 2025).

 Trust of the EU, the USA and NATO

 

 

The graph below shows the dynamics of trust in the EU, the USA and NATO. We would like to separately note a methodological specific that must be taken into account when interpreting the results: we read to respondents all the answer options, including the option “hard to say for sure”.

So, 48% trust the EU, 26% do not trust it (in December 2024 it was 46% and 19%, that is, no change, although there are still a few more people who do not trust it). The remaining 25% answered “hard to say for sure” (in December 2024 it was 35%, i.e. the certainty in trust in the EU has increased somewhat). In general, it can be seen that the EU is more likely to enjoy the trust of Ukrainians.

At the same time, the indicators of trust in the USA and NATO are significantly lower, which also demonstrate a significant downward trend over the year. Thus, 18% trust the USA (down from 41% in December 2024), 52% do not trust it (up from 24% in December 2024). The remaining 30% could not decide on their opinion. (At the same time, let's recall our results for May 2025: if to ask about ordinary Americans, then 90% of Ukrainians have a good attitude towards them.[2])

In the case of NATO, 30% trust the organization (down from 43% in December 2024), while 43% do not trust it (up from 25%). The remaining 27% could not decide.

Perception of the activities of US President D. Trump for Ukraine

 

The vast majority of Ukrainians – 74% – continue to believe that it is bad for Ukraine that D. Trump is the President of the United States (in May-June, 72% believed so, that is, the situation has hardly changed over the past six months). Believe that it is good for Ukraine that D. Trump is President – 14% (previously it was 16%).

A. Hrushetskyi, comments on the survey results:

 

We have previously shown that respondents who do not consider Europe and the USA to be reliable allies of Ukraine are more ready to make the most painful concessions and even capitulation[3]. In the current survey, for example, 27% of those who consider Europe an unreliable ally are ready to approve the Russian peace plan, compared to 13% among those who continue to believe that Europe wants a fair peace for Ukraine (however, among both respondents, the majority still rejects the Russian version of peace). In addition to the issues of war and peace, those who feel supported by the West are also more optimistic about the future of Ukraine (the subject of our publication later).

In any case, it is important for maintaining defense capability that Ukrainians see support from our allies (which objectively remains very significant). Destroying faith in the support of allies is one of the directions of the Russian enemy's propaganda (and, as we see, this can really have negative consequences for society, as it makes it more demoralized and susceptible to "any peace").  

Another important point is the peace agreement in the context of trust in allies. Given the low trust in the USA, Ukrainians reasonably demand specific security guarantees that would really prevent a second Russian invasion. If security guarantees are not unambiguous and binding (in particular, with specific convincing strong steps that the USA and other partners will definitely take in the event of a new invasion), Ukrainians will not trust them and this will affect the general readiness to approve the corresponding peace plan. At the same time, higher trust in Europe means that Ukrainians expect decisive steps and place great hope in European allies.
